Dear Colleagues:

I am writing to update you on the FY 2022 rates for the Technology Recharge Fee (TRF), which provides support for essential information technology services delivered by UW Information Technology (UW-IT). Under a recommendation by the University’s IT Service Investment Board, and approved by the Provost, there will be a 2 percent increase to the current rates. The FY 2022 TRF rates, effective July 1, 2021, will be:

  • $59.44 per month per capita for all academic and administrative units, a 2.0 percent increase. (The current rate is $58.28).
  • $53.22 per month per capita for the Medical Centers, a 2.0 percent increase. (The current rate is $52.18).

 We are aware of the budget challenges that each unit at the UW is facing, and we recognize this rate increase will additionally impact your budgets. The recommendation for the increase was made only after extensive review of IT services essential to the UW community, and by taking into account the unprecedented increases in the costs of a number of our enterprise software licenses, including Microsoft Campus License Agreement (Servers & Desktop), Sophos email spam-filtering software, Sophos Anti-Virus desktop software, Canvas Learning Management, and DocuSign. The 2% increase to the TRF will only partially offset these dramatic increases to the software licensing costs.

In accordance with the IT Service Investment Board recommendation, the existing cost allocation methodology for the TRF will remain the same and will be reassessed after the implementation of UW Finance Transformation. At that time, the methodology will undergo a full review and recalibration.

The IT Service Investment Board is comprised of representatives from academic and administrative units across the University and is charged by the Provost with conducting the annual TRF review. In arriving at its recommendations, the Board followed advice from the Technology Recharge Fee Advisory Committee, which is charged with providing in-depth analysis and consultation in support of the annual TRF review.

The TRF covers a basic bundle of IT services identified as essential by a group of representatives from across the UW community. More information about the TRF, including what services are included in the basic bundle and how the per capita rate is calculated, can be found on the TRF Overview page.

The IT Service Investment Board believes its recommendations for the FY 2022 TRF rate and methodology will enable UW-IT to continue to deliver critical information technology services to the UW community.
